This is a perfect short chapter book for lower-level elementary beginning readers. This has few images that coordinate with the story well, however, there are not many pictures, and hence, this looks like a proper chapter book as well. Kids will feel like reading a big kid book, however, the story and wordings are simple to follow and read on.
